7th Pay Commission Pay Matrix

The 7th Central Pay Commission (7th CPC) Pay Matrix sets the basic pay for every central government employee, from Level 1 (support staff) to Level 18 (Cabinet Secretary). This page shows the official starting basic pay for each level, straight from the Seventh CPC's own published report, plus a tool below to estimate gross monthly pay once the current Dearness Allowance is added.

The full Pay Matrix, Level 1 to 18

Figures below are the starting (cell 1) basic pay for each level, in force since the Pay Matrix was implemented on 1 January 2016. Each level also has up to 40 higher cells, reached through annual increments of 3% of current basic pay (rounded up to the nearest Rs 100), so an employee's actual basic pay typically rises above the starting figure over their years of service at that level.

Basic pay + Dearness Allowance estimate

Dearness Allowance (DA) is a cost-of-living adjustment, revised twice a year (1 January and 1 July) based on inflation data, and paid as a percentage of basic pay on top of it. The current rate and its official source are shown next to the calculator, along with the date it was last revised.

This estimate covers only basic pay and DA. It does not include House Rent Allowance (HRA), Transport Allowance, or other allowances specific to your posting, department or city, all of which vary too much to model as a single figure. See the note below for typical HRA rates by city classification.

House Rent Allowance by city classification

Central government HRA is paid as a percentage of basic pay, based on the classification of the city an employee is posted in: X (the largest metro cities), Y (smaller cities) and Z (the rest). Because these percentages, and the list of cities in each class, are periodically revised by the Department of Expenditure and depend on your specific posting, this page does not attempt to compute an exact HRA figure. Check your latest pay slip or your department's current HRA circular for the rate that applies to your posting, then add that amount to the basic + DA estimate above for a fuller gross pay picture.

From gross pay to take-home pay

Once you have a gross monthly (or annual) pay figure, whether from the estimate above or your actual payslip, use the "Convert this gross pay to in-hand salary" link to carry that figure straight into the in-hand salary calculator, or enter it directly into the salary calculator if you already know your exact gross salary and just want the income tax and take-home figure. Government salaries are typically taxed the same way as private-sector salaries, under either the new or old tax regime, so the same calculators apply.

A note on the 8th Pay Commission

An 8th Central Pay Commission has been publicly discussed and, according to some reports, may be implemented from 2026 onward, which could eventually revise the figures in this Pay Matrix. As of the time this page was last checked, the 7th CPC Pay Matrix shown above remained the officially notified structure in force. If a new Pay Commission's recommendations have since been formally notified, check the Department of Expenditure's own circulars at doe.gov.in for the current, authoritative figures rather than relying on this page alone for an official purpose.

What is the 7th Pay Commission Pay Matrix?
It is the salary structure used for central government civilian employees since 1 January 2016, replacing the earlier Pay Band and Grade Pay system. It organises pay into 18 Levels (with an additional Level 13A), each with a starting basic pay and up to 40 higher cells reached through annual increments.
What is the current Dearness Allowance rate?

What is the minimum salary in the 7th Pay Commission?
Level 1's starting basic pay is Rs 18,000 a month, the lowest figure in the Pay Matrix, applying to entry-level support staff positions such as Multi-Tasking Staff (MTS) and peons.
How do I find my exact salary if I know my Pay Level and cell?
This tool only models the starting (cell 1) basic pay for each level. Each level has up to 40 cells, reached through 3% annual increments (rounded to the nearest Rs 100), so an employee's exact basic pay depends on their specific cell, which advances by one each year of service at that level. Check the official Pay Matrix table or your own pay slip for your exact current cell.
Does this include HRA and other allowances?
No. This tool estimates basic pay plus Dearness Allowance only. HRA depends on your posting's city classification and is revised separately from the Pay Matrix itself; Transport Allowance and other allowances depend on your specific role and department. Check your latest pay slip for those figures and add them to this estimate for a fuller picture.
Is this the same pay structure for state government employees?
Not necessarily. State governments generally set their own pay structures, often based on the central 7th CPC Pay Matrix with state-specific modifications, but implementation timing and exact figures can differ by state.
